Philip Baker

Philip Baker is a barrister and KC practicing from Field Court Tax Chambers in Gray’s Inn. He was called to the bar in 1979, began practicing in 1987 and took silk in 2002. He is visiting professor in international taxation at Oxford University and also a senior visiting research fellow at the Institute of Advanced Legal Studies, University of London.

Tomas Balco

Tomas Balco is serving since 2019 as Senior Adviser in the BEPS Capacity Building Team at the Global Relations and Development Division of the Centre for Tax Policy and Administration at the OECD. In his role, he is assisting member countries of Inclusive Framework for BEPS on implementation of various BEPS recommendations - both the Minimum Standards, Common approaches as well as Best Practices and provides support in building administrative capacities through bespoke capacity building programmes. Tomas was previously (2017-2019) serving as the Head of Transfer Pricing Unit in the Transfer Pricing Tax Treaty, Transfer Pricing & Financial Transactions Division at the OECD and prior to joining OECD (2014-2017), he was serving as General State Counsel at the Ministry of Finance Slovakia, where h...
